Best Pet-Friendly Neighborhoods in San Diego

A pet-friendly neighborhood is mostly about place: how close the nearest official off-leash area is, what the rules are there, and which beaches allow dogs at which hours. This guide goes through San Diego areas with a designated leash-free park or beach nearby, using the names and rules the City of San Diego and neighboring cities publish, as checked in September 2026.

It is written for two readers. Renters with a dog can use it to shortlist areas and to know what California law does and does not require of a landlord. Owners deciding on a pet policy will find a short section near the end on deposits, assistance animals and a pet-disclosure bill that was waiting on the Governor as of 4 September 2026.

A note on names: only places on an official leash-free list are included. Kate Sessions Park in Pacific Beach is not on the City of San Diego's leash-free list, so it is not treated as an off-leash area here.

1. Ocean Beach

Ocean Beach has Dog Beach, at the foot of Voltaire Street, which the city lists as off-leash 24 hours. Dusty Rhodes Neighborhood Park on Sunset Cliffs Boulevard, on the Ocean Beach and Point Loma edge, adds a second leash-free area, open dawn to dusk. For rentals, ZIP 92107 showed a typical asking rent (Zillow ZORI) of $2,820 in August 2026, up 2.7% from a year earlier. See current listings on our properties for rent page.

2. Point Loma

Point Loma renters share Dusty Rhodes Neighborhood Park (dawn to dusk) with Ocean Beach, and Dog Beach at the foot of Voltaire Street is on the Ocean Beach side of the same area. ZIP 92106 (Point Loma) had a typical asking rent of $2,833 in August 2026, up 4.4% year over year, per Zillow.

3. Pacific Beach

Capehart Park, at Felspar Street and Soledad Mountain Road, is Pacific Beach's official leash-free area. The city describes it as 1 acre with separate pens for small and large dogs, open 24 hours. Pacific Beach also borders Mission Bay, where the beach rules below apply. ZIP 92109, which covers Pacific Beach and Mission Beach together, showed a typical asking rent of $3,378 in August 2026.

4. Mission Beach and the Mission Bay shoreline

Mission Bay's official off-leash area is Fiesta Island. The city gives two different opening times on two of its own pages (6 a.m. on the leash-free list, 4 a.m. on the beach-dog page), with both saying 10 p.m. at the other end, so check the city's page before an early visit. On Mission Bay beaches that are not designated off-leash areas, the city bans dogs from 9 a.m. to 6 p.m. from April 1 to October 31, and from 9 a.m. to 4 p.m. the rest of the year through March 31. Outside those hours dogs must be leashed.

5. North Park and South Park (Balboa Park side)

Balboa Park has two 24-hour leash-free areas on the city's list: Nate's Point, on the south side of the Cabrillo Bridge, and Morley Field, northwest of the tennis courts. South Park also has Grape Street Park at Grape and 28th Streets, off-leash on Saturdays, Sundays and holidays from 9 a.m. to 9 p.m. The city's weekday hours for Grape Street were not confirmed, so check before a weekday visit. ZIP 92104 (North Park) had a typical asking rent of $2,542 in August 2026.

6. Allied Gardens

The city's Allied Gardens leash-free area is at 6707 Glenroy Street, behind the pool. It is fenced and open dawn to dusk. ZIP 92120 (Allied Gardens and Del Cerro) had a typical asking rent of $2,752 in August 2026, up 1.4% from a year earlier.

7. Clairemont

Cadman Community Park, 4280 Avati Drive, has an official leash-free area. The city says its hours vary and keeps a separate page for this park, so check it before you go. ZIP 92117 (Clairemont) showed a typical asking rent of $2,842 in August 2026.

8. Kearny Mesa and University City

Two community parks on the city list sit a short drive apart. Kearny Mesa Community Park, 3170 Armstrong Street, is lighted and off-leash from 6:30 a.m. to 10 p.m. Doyle Community Park, 8175 Regents Road in University City, is off-leash 24 hours but is not lighted.

9. Coronado

Coronado has its own Dog Beach at the north end of Ocean Boulevard, near 200 Ocean Blvd. Dogs must be leashed on the way there. Check the City of Coronado's dogs page for current off-leash hours and rules. ZIP 92118 (Coronado) had the highest typical asking rent in this guide, $5,550 in August 2026.

10. Chula Vista

The City of Chula Vista lists dog parks at Meadows, Stylus, Eucalyptus, Mt. San Miguel, Veterans, Montevalle, Rohr and Orange parks, plus a leash-free, fence-free area in Memorial Park near Third Avenue. Montevalle Park, in the Rolling Hills Ranch area, is 29 acres with an off-leash dog area, sports fields, a skate park and trails. Mt. San Miguel Park is in San Miguel Ranch. Chula Vista's citywide typical asking rent was $2,945 in August 2026.

11. Del Mar (a day trip)

Del Mar's North Beach, from 29th Street to the Solana Beach line, is off-leash from the day after Labor Day through June 15. From June 16 through Labor Day, dogs are off-leash there only from dawn to 8 a.m., according to the City of Del Mar.

What California law says about pets in rentals

• No state law requires landlords to allow pets. AB 2216 (2024), a pets-in-rentals bill, passed the Assembly 43 to 8 on 23 May 2024 but died in the Senate Judiciary Committee in 2024.
• SB 1296 (2026) is a pet-policy disclosure bill. As of 4 September 2026 it had been presented to the Governor and its status was pending. Check its final status before relying on it.
• AB 2609 (2026), which proposed limits on pet rent and pet deposits, stalled when its author canceled its hearing on 27 April 2026.
• Assistance animals are not pets. California's Fair Employment and Housing regulations (2 CCR § 12185) cover service animals and support animals. A housing provider may not charge a pet fee, extra rent, a deposit or liability insurance for an assistance animal, and may not apply breed, size or weight limits. A request can be denied only after an individualized assessment finds a direct threat or substantial damage.

For owners: setting a pet policy

If you own a San Diego rental, a few rules shape what a pet policy can include, as of September 2026:

• Deposit cap. Under AB 12 (Civil Code § 1950.5(c)), security deposits for tenancies starting on or after 1 July 2024 are capped at one month's rent. Certain small landlords (a natural person, or certain LLCs or trusts, owning no more than two properties with no more than four units in total) may charge up to two months, but not to service members.
• Pet deposits count toward that cap. Section 1950.5 defines "security" broadly as any payment, fee, deposit or charge, so a separate pet deposit sits inside the cap, not on top of it.
• Assistance animals are outside your pet policy. No pet deposit, pet rent or breed limits apply to them, per 2 CCR § 12185.
• Say what the policy is up front. Whether or not SB 1296 becomes law, stating the policy in the listing saves both sides time.

Frequently asked questions

Do California landlords have to allow pets?

No. As of September 2026, no California law requires a landlord to allow pets. AB 2216, a 2024 pets-in-rentals bill, died in the state Senate in 2024. A landlord's pet policy is set by the lease, subject to the rules on assistance animals.

Is an emotional support animal a pet under California law?

No. California's fair housing regulations (2 CCR § 12185) treat support animals and service animals as assistance animals, not pets. A housing provider may not charge pet fees, pet deposits or extra rent for them, and may not apply breed, size or weight limits.

Is Kate Sessions Park an off-leash dog park?

No. Kate Sessions Park in Pacific Beach is not on the City of San Diego's official leash-free list as of September 2026. Pacific Beach's official off-leash area is Capehart Park, at Felspar Street and Soledad Mountain Road.

Can a landlord charge a pet deposit on top of a one-month security deposit?

Not on top of it. Under Civil Code § 1950.5, "security" includes any payment, fee, deposit or charge, so a pet deposit counts toward the one-month cap for tenancies starting on or after 1 July 2024 (two months for qualifying small landlords). Answers about your own lease are in our tenant FAQs.
