This guide is for owners who have, or are thinking of buying, a rental near San Diego State University. It compares nine nearby neighborhoods on distance to campus by trolley stop, Zillow home values and asking rents for August 2026, and the City of San Diego rules that shape how a unit near SDSU can be leased: the rooming-house definition, the court ruling on the old mini-dorm permit, the new College Area Community Plan and residential permit parking.

The demand driver is the university itself. SDSU's fall 2025 census counted 41,184 students at SDSU and SDSU Imperial Valley combined, the first time the total passed 40,000 and up 4.6% on the year, according to a university news release dated 29 October 2025. The release does not break out the San Diego campus alone.

How close is close?

SDSU Transit Center is on the Green Line, underground at the south end of the Aztec Student Union, and is the only underground station in the trolley system. The table counts Green Line stops from it. Values are Zillow's neighborhood home value index for August 2026; rents are Zillow's asking-rent index for the ZIP code, since Zillow does not publish rent by neighborhood.

1. College East

College East and College West are Zillow's two College Area neighborhoods, both in ZIP 92115 and served by SDSU Transit Center. Zillow put College East's typical home value at $976,649 in August 2026, and ZIP 92115 asking rent at $2,452. The City's Residential Permit Parking Area B covers the SDSU/College Area (details below), so factor permit limits into the lease. College Avenue and Montezuma Road are two of the corridors where the new community plan directs growth.

2. College West

Zillow put College West's typical value at $1,089,640 in August 2026, higher than College East, with the same ZIP 92115 asking-rent figure of $2,452. The new community plan proposes a linear park along Montezuma Road.

3. Allied Gardens

Grantville station is one Green Line stop from SDSU Transit Center. Zillow put Allied Gardens at $948,201 in August 2026, with ZIP 92120 asking rent at $2,752, the highest among the ZIPs in this guide. See our ranked list of Allied Gardens and Del Cerro property managers.

4. Del Cerro

UC San Diego Health East station, one stop from SDSU Transit Center in the other direction, is near Del Cerro. UC San Diego Health bought the former Alvarado Hospital, now East Campus Medical Center, in December 2023, so the station also serves a hospital campus. Zillow's typical value for Del Cerro was $1,355,134 in August 2026, well above the College Area, which lowers rent relative to price.

5. Rolando

70th Street station, two stops from SDSU Transit Center, serves Rolando. Zillow put Rolando at $855,379 in August 2026 (Rolando Park, a separate Zillow neighborhood, was $771,101), with 92115 asking rent at $2,452.

6. El Cerrito

El Cerrito also uses 70th Street station and had the lowest Zillow value in this set, $719,804 in August 2026. Being in ZIP 92115, it shares the College Area's $2,452 asking-rent figure, but actual rents vary by block and building, so price from comparable listings, not the ZIP average.

7. Talmadge

Rapid 215 serves the Talmadge and Kensington edge along El Cajon Boulevard, running from SDSU west through City Heights and North Park to Downtown. Zillow put Talmadge's typical value at $1,004,532 in August 2026. El Cajon Boulevard is the third corridor where the College Area plan directs growth.

8. Kensington

Kensington, reached by Rapid 215 along El Cajon Boulevard, had the highest Zillow value near SDSU, $1,527,052 in August 2026, with ZIP 92116 asking rent at $2,463. That gap between price and rent is the widest in this guide.

9. La Mesa and Grossmont

Grossmont Transit Center is three Green Line stops from SDSU Transit Center, with Amaya Drive one stop further. Zillow put ZIP 91942 at $810,069 with asking rent of $2,642 in August 2026. La Mesa is a separate city, so the City of San Diego rules below do not apply; check La Mesa's own codes before you lease by the room.

The rules that matter near SDSU

The rooming-house definition

Since 2015 the City of San Diego has defined a rooming house as a dwelling unit where three or more rooms, not counting kitchens and bathrooms, are rented to three or more people under three or more separate rental agreements or leases (SDMC section 113.0103, first adopted in 2008 and tightened in September 2015). Rooming houses are restricted in single-dwelling (RS) zones. The rule turns on the number of separate leases in one unit, so how you structure leases on a house near campus matters. Check the current code text and your zone before you sign room-by-room leases.

The mini-dorm permit ruling

The City's Residential High Occupancy Permit, which required a permit for high-occupancy single dwelling units, and a related 2017 mini-dorm ordinance were permanently enjoined by San Diego Superior Court Judge Ronald Styn on 1 December 2017, who held that they violated equal protection and privacy rights. That makes the permit unenforceable. We have not confirmed whether the City formally repealed the text, so do not assume either way.

The College Area Community Plan

The City Council approved the College Area Community Plan update on 16 December 2025, by a 7 to 1 vote, replacing the 1989 plan. It raises planned capacity from 16,700 to 34,450 homes, with growth focused near SDSU and along College Avenue, Montezuma Road and El Cajon Boulevard, and proposes a linear park on Montezuma Road (Times of San Diego and KPBS).

Residential permit parking

Residential Permit Parking Area B, SDSU/College Area, is enforced Monday to Friday from 8 a.m. to 7 p.m. The permit year runs 1 September to 31 August. Each permit is $11.50 a year, with up to four per address. Say in the lease how permits and any off-street spaces are allocated.

Tenant protections and turnover

The City's Residential Tenant Protections Ordinance applies just-cause rules from the first day of a tenancy, and a no-fault termination requires relocation assistance of two months' rent. Plan lease terms and turnover with that in mind. Rent increases on covered units in San Diego County are capped at 8.2% for increases effective 1 August 2026 through 31 July 2027 under AB 1482. Is a mini-dorm permit required near SDSU?

The Residential High Occupancy Permit was permanently enjoined by a San Diego Superior Court judge on 1 December 2017, so it is not enforceable. The separate rooming-house definition, three or more separate leases in one unit, is a different rule and still matters in single-dwelling zones.

Can I rent each bedroom on its own lease?

In a City of San Diego single-dwelling (RS) zone, three or more rooms rented under three or more separate leases makes the unit a rooming house, which is restricted there. The definition counts separate leases, so confirm your zone, the current code text and how a single lease for the whole unit would be treated before you sign.

How many parking permits can a rental near SDSU get?

Up to four Area B permits per address, at $11.50 each for the permit year running 1 September to 31 August, per the City's residential permit parking page.

How big is SDSU's enrollment?

SDSU's fall 2025 census counted 41,184 students at SDSU and SDSU Imperial Valley combined, per a university release of 29 October 2025. With SDSU Global Campus the university expected the total to exceed 43,000.
